CG Darboe: GRA Collects Over D20 Billion in 2024, Sets D23 Billion Target for 2025

The Commissioner General of the Gambia Revenue Authority (GRA) revealed that their institution collected a record D20.83 billion in 2024, surpassing their target of D19.2 billion for the year during their annual press conference on 3rd January 2025 at their headquarters in Banjul.

According to Commissioner General (CG) Yankuba Darboe, GRA collected D15.79 billion in 2023 and is now set to collect D23 billion for 2025. Their collection of D20.83 billion in 2024 represents an 8% collection above target, or D1.647 billion above the revenue target for that year.

“When compared with the 2023 revenue performance, the Authority recorded a nominal revenue growth of 32%, with [the] Domestic Taxes Department and Customs and Excise Department growing by 27% and 36%, respectively. In absolute terms, the 2024 revenue performance shows a revenue growth of D5 billion from last year, with Domestic Taxes Department registering a revenue growth of D1.9 billion and the Customs and Excise Department registering a revenue growth of D3 billion,” said CG Darboe.

Highlighting some of the reasons for the GRA’s achievements, CG Darboe credits a range of reforms over the past three years, including the implementation of the ASYCUDA WORLD System in 2022, the introduction of the Single Window system for trade facilitation, the deployment of the e-tracking system for cargo monitoring, the installation of a digital weigh bridge at the seaport, the introduction of digital tax stamps, the procurement of a digital rental income compliance solution, and the implementation of fuel marking, among many others.

2025 Reforms to Meet D23 billion Revenue Target

During his speech, CG Darboe also highlighted some of the reforms the GRA will implement in 2025, and these include;

  • “A Revenue Assurance System which will provide real-time data on telecommunication usage, enabling the Authority to accurately calculate taxes on telecommunication services”.

  • “The Authority is in the process of procuring an Integrated Tax Administration System (ITAS) for the Domestic Taxes Department, which will result in the complete digitalization of the entire business processes for the Domestic Taxes Department. This system, when deployed, will allow taxpayers to utilize various e-services without the need to visit our offices”.

  • “The Authority is also working on implementing an Electronic Fiscal Receipting and Invoicing System for VAT collection, which seeks to improve the collection and accounting for VAT and will also reduce compliance costs for our taxpayers”.
